59% of Minor League PED Suspensions From Latin Summer Leagues PDF Print E-mail

PEDs in BaseballLate Weds., the Office of the Commissioner of Baseball announced that two Minor League players from the Detroit Tigers organization, pitchers Carlos Alvarado and Frank Penalver, were suspended after each tested positive for a performance-enhancing substance in violation of the Minor League Drug Prevention and Treatment Program. Alvarado tested positive for a metabolite of Nandrolone, while Penalver tested positive for a metabolite of Boldenone.

Both players are members of the organization’s Venezuelan Summer League team, and their suspensions became effective immediately.

Alvarado and Penalver are part of 26 players from either the Venezuelan or Dominican Summer Leagues, now accounting for 59 percent of all players suspended under the minor league drug testing policy. By comparison, only 14 players had been suspended under the minor league drug testing policy at the same point in 2008.

(See details on every player suspended at the major and minor league level for PEDs)

Of the 26 players that have been suspended from the Venezuelan or Dominican Summer Leagues, the vast majority of them have been from the DSL. Nineteen players, or 73 percent of Summer League PED suspensions have come out of the Dominican Summer League.

As a side note to the suspensions… One reason the suspensions have not garnered as much press as they might is due to when the Commissioner’s Office is making the suspensions known. All the DSL/VSL suspension press releases have all been sent out at approx. 5pm ET, a point in the day when the news cycle for a given day is nearly over.

Below are all the players that to date, have been suspended in the Venezuelan or Dominican Summer Leagues:

PEDs in BaseballThe Office of the Commissioner of Baseball announced today that six Minor League players have received 50-game suspensions after each tested positive for a performance-enhancing substance in violation of the Minor League Drug Prevention and Treatment Program.

  • Shortstop Alvaro Aristy of the San Diego Padres organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Nandrolone.
  • Pitcher Jose Batista of the Arizona Diamondbacks organization (Dominican Summer League) has been suspended after testing positive for metabolites of Stanozolol.
  • Pitcher Francis Moreta of the New York Yankees organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Stanozolol.
  • Pitcher Felix Ramirez of the Houston Astros organization (Dominican Summer League) has been suspended after testing positive for Boldenone.
  • Pitcher Ramon Reyes of the Chicago Cubs organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Boldenone.
  • Pitcher Derlin Soriano of the New York Mets organization (Dominican Summer League) has been suspended after testing positive for metabolites of Stanozolol.

All suspensions are effective immediately.

With the six suspensions today, total minor league suspensions for the year total total 42 players and a total of 1,830 games. In addition, with the added six players all being from the Dominican Summer League, players outside of the US minor league system now account for more than 50 percent of the total suspensions for the year (5 Venezuelan Summer League, 19 Dominican Summer League for a total of 57 percent on the year).

There have been 4 PED releated suspensions at the major league level (Sergio Mitre, J.C. Romero, Kelvin Pichardo, and Manny Ramirez). At the current pace, suspensions in violation of the major league and minor league levels (which includes the VSL and DSL players) will be at the highest levels since baseball began suspending players.

PEDs in BaseballThe Office of the Commissioner of Baseball announced today that two Minor League players from the Texas Rangers organization, pitchers Orlando Caraballo and Miguel Munoz, have been suspended after each tested positive for a performance-enhancing substance in violation of the Minor League Drug Prevention and Treatment Program. Both players tested positive for Boldenone. Caraballo has received a 50-game suspension, while Munoz has received a 100-game suspension for a second violation. Munoz was suspended for 50 games on September 17, 2008 after testing positive for Mephentermine.

Memphis Redbirds Now Managed By Global Spectrum PDF Print E-mail

Autozone ParkBlues City Baseball, who has managed the Memphis Red Birds since 1998, is no longer the case. It was announced last week that the Pacific Coast Leagues’ Memphis Red Birds, is now under management of Global Spectrum. They are the subsidiary of the Philadelphia-based, Comcast Spectator, whose specialty is sports venue management and consulting. They were also involved in Comcast’s previous ownership of the Bowie Baysox, Delmarva Shorebirds and Frederick Keys.

Change in management was due in large part to the AutoZone Park bondholders. Memphis was issued a total of $72 million in bonds in 1998 and defaulted on their March 1st repayment of $1.625 million. According to a report in the Memphis Commercial Appeal, this is the first time that in the history of the club it has not been able to fulfill its obligations.

"We were approached by the lenders, who had seen what we were able to do in a similar situation five years ago with the Rose Garden in Portland," said Global Spectrum CEO John Page. "That facility had gone bankrupt, and we were able to put it back on the map. We had owned Minor League Baseball teams in the past, so it was natural to get back involved. We want to find ways to generate revenue while preserving the team as a community asset."

The Redbirds are still under contract as an affiliate to the St. Louis Cardinals until 2012, and will remain under current ownership of the Memphis Redbirds Foundation. The Redbirds Foundation is currently the only entity in the country that owns and operates a sports team and a sporting facility. All of the profits are then put back into the Foundation that supports two youth sports programs. RBI (Returning Baseball to the Inner City) and STRIPES (Sports Teams Returning in The Public Education System). Both programs promote amateur sports, education and skills for the future.

Ray Pohlman, President of the Redbirds Foundation says that the conversion gives the team the opportunity to become more efficient.

“Blues City Baseball has done a great job over the last 12 years,” Pohlman said. “(Dean Jernigan’s) vision brought the Redbirds here, but it was time for a change.” The current deal includes a 30-day transitional period that allows Global Spectrum to evaluate all aspects, such as staffing needs and operations. Pohlman is looking ahead to the future while keeping the city of Memphis and the Redbirds in mind, “This is an agreement between the lenders and borrowers in the best interest to keep playing baseball in Memphis,” he said. “The fans won’t notice any difference.”

Current Redbirds President David Chase will remain onboard until the end of the season to make this changeover as smooth as possible. It is unfortunate that this is necessary due to the team’s financial needs, but Page is looking at the big picture, "We've only been at this a day and a half," said Page. "We'll take a look at the way things are, versus what we think they should look like, and make some decisions. We want to finish this season strong and move forward with a plan in place"…. "This is a team with a great history, playing in a great market," he said. "Our business model is one that can succeed, we've just got to put it into play."

All told, drug suspensions across the minors comes to 34, nearly five-times as many as last season accounting for 1,800 games served.

At the current pace, drug suspensions in the minors will surpass the 2005 high water mark of 87. That year was the first year that baseball released information publicly on player PED use. Of the 87 that year, 38 were suspended on April 4. The positive results were announced after 925 tests of players on the 12 major league teams that hold spring training in Arizona and included one offseason result. Thirty-seven players tested positive for the first time and received an unpaid, 15-game suspension, and one player, David Castillo, a catcher with the Oakland A's, tested positive for the third time and was given an unpaid suspension of 60 games.

With the sharp increase in drug suspensions at the minor league level are due to suspensions in the Dominican and Venezuelan Summer Leagues. Results from those leagues started becoming regularly reported as of July 25 of last season. From that date to Dec 22 of 2008, was 59. If using last year’s rate as a measuring stick, minor league suspensions this year would total 93.

Four players have suspended this year as part of Major League Baseball’s drug policy, all for 50 games:

Sergio Mitre: 1/6

J.C. Romero: 1/6

Kelvin Pichardo: 3/23

Manny Ramirez: 5/7

Based upon a 2003 “Survey Test”, 104 MLB players tested positive for performance-enhancing drugs. Those positives surpassed a 5% threshold collectively bargained between MLB and the MLB Players Association that then set in place mandatory drug testing in 2004. No suspensions were dolled out as part of the testing in 2003.

Five Minor League Players Suspended for PEDs, All from Dominican Summer League PDF Print E-mail

PEDs in BaseballThe Office of the Commissioner of Baseball announced today that five Minor League players have received 50-game suspensions after each tested positive for a performance-enhancing substance in violation of the Minor League Drug Prevention and Treatment Program.

  • Pitcher Alexis Juma of the Oakland Athletics organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Boldenone.
  • Pitcher Renedin Mesa of the Los Angeles Angels organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Boldenone.
  • Pitcher Alex Nolasco of the Athletics organization (Dominican Summer League) has been suspended after testing positive for a metabolite of Boldenone.
  • Pitcher Joan Pascual of the Philadelphia Phillies organization (Dominican Summer League) has been suspended after testing positive for metabolites of Stanozolol.
  • Outfielder Jose Trinidad of the Phillies organization (Dominican Summer League) has been suspended after testing positive for metabolites of Stanozolol.

All the suspensions are effective immediately.

With the five Dominican Summer League players, the total number of drug related suspensions for the year at the minor league level is 28, four-times the number of players suspended under the minor league drug policy last year at this time when the total was 7.

As the five players suspended Thursday outlines, the reason for the increase involves suspensions from the Dominican Summer League, as well as the Venezuelan Summer League over the course of the season. Currently, the Dominican Summer League accounts for 6 suspensions (21 percent of the total) while the Venezuelan Summer League sees 5 suspensions (18 percent of the total). All told, 39 percent of the minor league drug related suspensions are attributed to the DSL and VSL.

While the increase from last year to this is substantial, it is due, in part, to international politics.

According to the league, last season, the Dominican Republic did not allow the public release of players suspended within the Dominican Summer League until after the All-Star break. From that point forward, there were near daily announcements of drug related suspensions.

(See a graphical representation of drug suspensions in baseball last season)

When adding in the four suspensions at the major league level, there have been a total of 32 suspensions accounting for 1,700 games.

Was the Triple-A All-Star Game PGE Park's Last Big Dance? PDF Print E-mail

PGE Park
Wednesday's Triple-A All-Star Game at Portland's PGE Park may be the last big baseball event
in the storied stadium's history

By all accounts, Weds. Triple-A All-Star Game at PGE Park in Portland, OR was a rousing success. With a game time temp of 90 degrees, and clear blue skys, it was a perfect night for baseball. The game which saw the International League beat the Pacific Coast League 6-5 in a tight battle to the end was aired on ESPN2 and drew a sellout crowd of 16,637, making it the third highest attended Triple-A All-Star Game of all-time, pacing just below the ’88 game in Buffalo (19,500), and the ’99 game in Louisville (20,725).

Over the course of the All-Star Game, Homerun Derby (9,275), FanFest (6,000), and luncheon (450), the event drew 32,362. With the host team retaining the revenues for a Triple-A All-Star Game event, it will no doubt bolster the Padres affiliated Portland Beavers’ bottom line.

And while it wasn’t the last baseball game played at PGE Park/Civic Stadium/Multnomah Stadium in its history, it may well have been its last major baseball event. Portland Beavers owner Merritt Paulson could try to get an MLB exhibition game in before the start of the PCL team’s season starts, but if not, the Triple-A All-Star Game appears to be prom date before she decides to trade up.

Paulson has been conditionally awarded an MLS expansion franchise, and with it, Commissioner Don Garber has said that the Beavers must move out, allowing for PGE Park to be converted into a soccer-only facility where bleacher seating will replace what is now a cross between the ivy covered Wrigley and the Green Monster.

The Padres' affiliation agreement with the Beavers, in effect since Portland regained the Triple-A team for the 2001 season, expires in 2010. With that, baseball history at what is now known as PGE Park will be, at the least, suspended for the time being. The facility began hosting PCL baseball in 1956, and has seen the Single-A Mavericks of the International League (1973-1977) and Single-A Northwest League Rockies (1995-2000).

While professional baseball in Portland proper will most likely be ending (plans for a new minor league stadium the Rose Quarter, and then Lents neighborhood in Portland failed), the possibility of a regional relocation is still a possibility. Vancouver, WA, just across the Columbia River from Portland, and locations in Washington Co., west of Portland have been considered.

As to how that might sit with the Pacific Coast League, the public sentiment is that keeping the team in the Portland area is better than seeing the team move out of the area entirely, according to PCL president Branch Rickey.

"It's the ballpark, it's the ballpark," Rickey said just before last night’s game. "It could be rural, it could be downtown -- it just depends. When you get it right, it jumps. There is a charisma to the game of baseball played in a modern facility done right."

There’s good reason the PCL would like to see a team in the Portland area as it is league’s largest market.

The clock is ticking, however. With the 2009 season drifting toward its end soon, Merritt Paulson and the Pacific Coast League will have less than two years to find a new home for the Beavers before the 2011 season starts.

All-Star Game

Click to see the rosters for this year's
Triple-A All-Star Game

UPDATE: I am blogging the Triple-A All-Star Game via Twitter. Follow me @BizballMaury

The Pacific Coast League and International League today finalized their rosters for Wednesday’s 2009 Cricket Wireless Triple-A All-Star Game at PGE Park.

Each league provides a 25-man roster full of rising superstars and proven Triple-A veterans.

A breakdown of the roster reveals a host of intriguing stories, including an exciting influx of top-prospect talent from around the country, featuring speed and power, a pair of former Beavers players, a former Beavers manager from across the Columbia and a dozen players who return to the minor leagues’ highest-profile event.

The makeup of this year’s Triple-A All-Star Game rosters:

THE SKIPPER (PART I): Entering the 2009 season, Pacific Coast League manager Randy Ready had compiled a 443-406 (.522) career managerial record over seven seasons. In addition, he has won one league championship and three division titles, and made the playoffs five times with three different clubs. Ready’s Triple-A managerial debut came in 2008 when he took the reins of the Beavers and the California native received the PCL’s “Best Manager Prospect” honors, awarded annually by Baseball America. In 2007, Ready won the first title of his young career after leading the Class AA San Antonio Missions to a Texas League Championship in their inaugural year with the Padres. His club was named Baseball America’s 2007 Minor League Team of the Year and produced the Texas League Player and Pitcher of the Year in Chase Headley and Josh Geer, respectively. In addition, Ready received the Padres’ Jack Krol award at season’s end for his overall contributions to player development in the organization. A career .259 hitter, Ready competed in 777 major league games during his career and finished with 40 homers, 239 RBIs and 312 runs. He enjoyed his finest offensive season during the ’87 campaign with the Padres, setting career marks in homers (12), RBIs (54), hits (108), doubles (26), runs (69) and games played (124).

THE SKIPPER (PART II): International League manager Rick Sweet has been at the helm of the Louisville Bats for the past four seasons and in 2008 became the winningest manager in franchise history with 303 victories. Throughout his 20-year managerial history, the former catcher has compiled a career record of 1,352-1,327 (.505), won three league championships, reached the playoffs six times and twice been named Manager of the Year. In 2008, Sweet guided the Bats to a franchise-best 88-56 record and their first IL West Division Title since 2003. Although his team finished tied for the best record in the International League, they fell to the Durham Bulls 3-games-to-1 in the best of five opening round series of the playoffs. However, for his efforts, Sweet received IL Manager of the Year honors, his first since 1994. After being drafted in the third round of the 1975 Major League Draft by the San Diego Padres, Sweet ascended through the Padres system quickly, making his big league debut on April 8, 1978. He finished his nine-year playing career, which included three seasons in the majors with the Padres (1978), New York Mets (1982) and Seattle Mariners (1982-83), with a .234 batting average, six home runs and 57 RBIs.
