Safeco ViewOne of the more beautiful views from a ballpark may be in jeopardy of being blocked.

The view from the upper concourse of Safeco Field, dubbed "Lookout Landing" takes in spectacular views of Puget Sound, the Olympic Mountain range, and downtown Seattle. But the views may be blocked due to the development of new office and residential towers that developer Greg Smith hopes to someday build just northwest of the ballpark—development that has yet to take off in the area around Safeco Field where the Mariners play and Qwest Field where the NFL Seahawks play. As reported by the Seattle Times:

Smith said new buildings, with restaurants and shops at street level and hundreds of people living above them, could help create a bustling stadium district and enliven nearby Pioneer Square.

The Public Facilities District (PFD), an appointed board that oversees taxpayers' investment in Safeco, is dead-set against Smith's plan. The board has hired consultants to plot public-relations strategies; has sought CEOs, sports figures and former governors as allies; and has even stretched its budget for a politically charged battle that pits ballpark views against dense urban development.

The fight over Smith's site spotlights a thorny question: As Seattle grows, what's to be sacrificed and what's to remain sacrosanct?

As PFD Chairman José Gaitán said, "It shows you don't have to have a million bucks to have a million-dollar view." But, others in city government grapple with how to manage such issues. "It's a public stadium, but the public in general can't go in without paying," said Diane Sugimura, head of the city planning department.

Ripken StadiumA restructuring of the agreement between the City of Aberdeen and Cal Ripken's Tufton Professional Baseball LLC over the 6,000 seat Ripken Stadium appears to be in the preferred route that the city would like to take to minimize losses, according to Mayor S. Fred Simmons of Aberdeen. As reported by the Baltimore Sun:

Mayor S. Fred Simmons has said he wanted to sell the city-owned stadium, with Ripken acknowledging an interest in acquiring the 6,000-seat facility where his Aberdeen IronBirds, a Single-A affiliate of the Baltimore Orioles, play 38 home games a year. Simmons even announced at a City Council meeting last month that a framework for a deal with Ripken appeared to be in place.

Since then, however, negotiations have taken a turn, he said. Changes to an agreement signed in 2000, which details the responsibilities of the city and Ripken's Tufton Professional Baseball LLC, have become his preferred option, he said.

A renegotiation "more accurately reflects what is and what can be down the road," Simmons said. Changes to the agreement would be designed to relieve the city's operating losses on the stadium.

Marlins Proposed FacilityBy an 86-24 vote today, the Florida House approved a state funding bill that would pass along a $60 million tax subsidy to the Florida Marlins for a new baseball-only stadium. The bill now moves to the Senate, the final hurdle it would need before heading to a sympathetic Gov. Crist's desk.

There's a slight problem, however.

A similar bill is currently stuck in the Senate where it could eventually wind up on a floor vote with the House. In a case of hot potato, the House and Senate are pushing each other to approve the bills making their way through the process. As reported by the Miami Herald:

'We have sent a good piece of legislation to the Senate,'' said state Rep. Carlos Lopez-Cantera, a Miami Republican, transferring the burden onto senators who have traditionally been the ones to kill the idea. ''We hope they take this up -- and pass it.''

Sen. Rudy Garcia, a Hialeah Republican who is sponsoring a similar Marlins bill in the Senate, said the burden is not on the senators, but rather on House Speaker Marco Rubio and Senate President Ken Pruitt to decide on a plan.

Garcia's plan was to cut the Marlins -- and two other professional sports teams in the state -- a one-time, $32.6 million check from the state's so-called ''non-recurring'' money. Problem is that measure, which had no backing in the House, never went anywhere.

The bill from the Senate is currently being held in committee where it is not seen to be released before the end of the legislative session which is now just over a week away.

New Twins StadiumThe Minnesota Twins will sign a lease today binding the club to Minneapolis for at 30 years, while at the same time reaping a huge windfall in relationship to their investment in the new facility. The lease allows for two 10-year renewal options.

As reported by the AP:

Under the agreement, the Twins get to keep all revenue from ticket sales, advertising, naming rights, tours and concessions during baseball games. They must share 10 percent of net revenue from non-baseball events with the authority.

The team will pay $900,000 in annual rent, with a portion subject to inflation. The money will go into a maintenance fund.

Unlike the Metrodome, day-to-day operations of the ballpark will fall to the Twins, said Dan Kenney, executive director of the ballpark authority.

FenwayFrom Washington, DC to Minneapolis, to yes... Boston, the property values of parcels around new or existing ballparks can skyrocket depending on where clubs are at with new stadium development, or in the case of the Red Sox, redevelopment of Fenway Park.

Case in point, the Shell gas station at the corner of Boylston and Ipswich streets just outside Fenway Park. In a sign that the Red Sox and real estate developers are gobbling up land around Fenway, the owner of the station, Charlie Giannakopoulos is testing the waters to see what he might fetch on the open market. Target price: $10 million. As reported by the Boston Herald:

“If you see what is going on around here, it has some value,” Giannakopoulos told the Herald. “Everything is being developed.”

Some hard-nosed real estate executives are scoffing at the price. Still, it is also seen by some as another sign of the changes sweeping through the neighborhood, transforming it from an area of bars, clubs and souvenir shops to high-end condos and restaurants.

When gas station owners are dreaming of $10 million jackpots, it almost ensures that any housing built there will have to be expensive luxury condos, said Carl Nagy Koechlin, executive director of the Fenway Community Development Corp.

Two Weeks to Go: Marlins Funding in the Balance PDF Print E-mail

Proposed Marlins StadiumWith two weeks to go in the Florida Legislature's session, once again, the Marlins are fighting to get state subsidies through a floor vote. Now, with the bill one step short of chamber floors, some are wondering if the bill will survive. This year, however, there is help from a source that has not backed the subsidy prior: the governor. As reported by the Palm Beach Post:

"I come to it with a bias. I have to admit that upfront," Gov. Charlie Crist said. "Sports is a great outlet for our people. Not everybody loves their job during the day. And to have an outlet like that is a healthy thing, I think."

Yet, Crist and other backers may face an uphill battle when it comes to selling the new stadium as a method to spur economic development. The state's Revenue Estimating Conference, the four economists who work for the legislature and the governor, have disputed that claim, as have nearly every economist that had examined stadium development in markets where franchises already exist. 

The main issue maybe how subsidies for the Marlins were tapped in the first place. As further reported:

The main problem for the Marlins through the years has been that the team owner who received the first $2 million annual subsidy the legislature awarded for a stadium has since sold the Marlins but kept the stadium. The subsidy that began in 1993 will continue to flow to initial Marlins owner H. Wayne Huizenga's Dolphin Stadium for 16 more years, whether the Marlins stay there, move to a new Florida stadium or even leave the state.

Lawmakers from other parts of the state haven't been willing to give the Marlins a second subsidy if their own local teams were not getting a second one - which is how the idea to double every pro team's subsidy to $4 million started winning more support this year. The idea originally was crafted by former Tampa Bay Lightning lobbyist Brian Ballard last spring.

 With two weeks left there is plenty of time to get a deal done. The question is, is there the will?

Mets Open Up Sales Office for Citi Field PDF Print E-mail

Citi FieldIn a sign that the Mets are already open for business for their new ballpark, Citi Field, the club has turned a portion of the third deck into polished granite-and-brick sales office for the new stadium already under construction. As reported by the AP:

Complete with seats that will be in the new ballpark and screens that provide virtual views from each location, the sales office has a mock-up of a medium-sized Empire Suite. The sales office includes bricks of the type to be used for the 45,000-capacity ballpark, scheduled to open in 2009, and samples of possible carpets.

Citi Field is rising beyond Shea Stadium's outfield fence. The Jackie Robinson rotunda, the new ballpark's main entrance, has taken form with the structural beams in place, and chief operating officer Jeff Wilpon said the structure of the first deck will be complete by June. Beams to support the scoreboard are visible.

"A lot of people still say, `How you doing with the new ballpark?' " Wilpon said Wednesday. "Hopefully, it builds excitement."

New Twins BallparkThe Hennepin County Board yesterday approved 4-2 a resolution amending its principles of agreement with the Minnesota Twins organization, laying the groundwork for acquisition of land and ultimately, the construction of the new Twins ballpark in downtown Minneapolis.

 The vote was four to two with Commissioners Mike Opat, Mark Stenglein, Gail Dorfman and Randy Johnson voting in favor, and Commissioners Linda Koblick and Penny Steele voting no.  Commissioner Peter McLaughlin was absent.

The agreement breaks the impasse with landowners, although the method for land acquisition may not have been the preferred method.

The process of land acquisition will be through eminent domain, or “quick take” condemnation once agreements with the Burlington Northern Santa Fe Railroad have been finalized.

The authorization allows the county to deposit $13.35 million -- the amount the county offered to pay the landowners for the property -- with the court and get title to the land through the “quick take” process.  A special three member, court-appointed panel will ultimately determine the fair market price of the land and is expected to completed by June 22.

This sets the stage for initial construction work to begin,” said Commissioner Opat, the board’s lead ballpark negotiator.  “The county could start clearing the asphalt on the property within the next few weeks. We’re anxious to begin working with the Twins on building one of the great urban ballparks in America. This ballpark will not only be a great baseball venue.  It will be a great public asset for Minnesota.”

As reported by the St. Paul Pioneer Press:

"It's not a cookie-cutter from some of the other ones," [Twins president Jerry] Bell said. "This will not be (Baltimore's) Camden Yards - this will be Minnesota's ballpark."

He declined to say how much more money the Twins had committed toward the ballpark, which was approved by the Legislature last year after a decade-long effort by the team to leave the Metrodome for new quarters. 

With the announcement, the Twins will officially present the final design of the ballpark to the County Board at 11 a.m. Thursday, April 12, in the County Board Room on the 24th Floor of the Hennepin County Government Center.

Members of the new Minnesota Ballpark Authority, which ultimately will own the ballpark, and the Minneapolis City Council also have been invited.

The briefing will be followed by a 12 p.m. news conference, featuring officials from the county, Twins, Ballpark Authority and project architects, on the skyway level (Public Service Level) of the Government Center.

The public is invited to view the ballpark design at an open house on the Government Center skyway level from 12:30 p.m. to 6 p.m. Thursday.

Word is coming out that the Twins have offered to pick up more of the tab than they were originally willing to do, and according to Hennepin County Commissioner Mike Opat, ground could be broken as early as next month. As reported by Minnesota Public Radio:

He says the deal was possible because of an additional financial committment from the Twins. Opat says construction crews can start breaking ground on the stadium as early as next month.

"Actually, the team will assist us with non-land infrastructure, primarily. The bridges and plazas are proving to be a little more expensive than we had thought. So we're going to get a little help from them," says Opat. "We're not going to talk about the details. But that's their additional involvement."

Opat says the county will acquire the ballpark site through a procedure called "quick take." The county will get the land after depositing $13.35 million towards the purchase price. A three-person panel will then decide the actual value of the land.

If the county disputes that amount, it can pursue a jury trial.

Marlins Proposed StadiumBefore Friday’s home opener, Florida Marlins owner Jeffery Loria said that the Marlin’s sole focus for a new stadium is now in a downtown location, thus putting the possibility of the Orange Bowl location in jeopardy. As reported by the Miami Herald:

A downtown setting ''would be much more beneficial for the franchise and the fans,'' said Loria. ``It's very easy to get to. We must get it done. It's been lagging too long.''

Added team President David Samson, ``Our sole focus is completing a deal downtown.''

The team's stance drew a mixed response from Miami-Dade County leaders who had focused on the Orange Bowl site during a lengthy discussion last month, and Tallahassee legislators who still must pass a bill to give the team $30 million to complete the funding.

While legislators worked last month to create non-site specific funding for a new Marlins stadium, some lawmakers are shifting away from the Orange Bowl location due to certain issues. Said Commissioner Carlos Gimenez, ''For me, I think baseball would work better in an urban, downtown site.” Added State Rep. David Rivera, ''My guess is the delegation would prefer Bayfront over any other site. That's based on informal discussions. It's a beautiful site. Imagine home runs getting hit into Biscayne Bay.”

New York YankeesNew York Mayor Michael Bloomberg criticized the Yankees today for using a construction firm to build new Yankee Stadium that has alleged ties to the mafia. Bloomberg said the construction firm, Interstate Industrial, "clearly is not a firm the city would contract with." As reported by WNBC in New York:

Interstate Industrial has been hired by the Yankees, and its main construction firm Turner Construction Corp., to lay the foundation for the new Yankee Stadium. But Interstate's owners, Frank and Peter DiTommaso, were indicted on perjury charges back in July. Officials accuse the brothers of lying to a Bronx grand jury about $165,000 in illegal payments to given to Rudy Giuliani's former police and correction commissioner Bernard Kerik.

Court and city documents show the City's Department of Investigation, NJ state investigators and the FBI have also linked the DiTommasos, and their firm, to members of the Gambino crime family. Part of that evidence is from mafia turncoats who testified in open court during cases like the trial of Peter Gotti.

New Twins StadiumDon't look for an announcement on the new Twins ballpark by Opening Day. And for that matter, it may be weeks until that time comes.

The Hennepin County Board has postponed until April 10 a closed meeting intended to resolve details before construction can begin on the 40,000-seat, open-air stadium in downtown Minneapolis.

The Board is working to resolve details around the movement of railroad tracks owned by Burlington Northern & Santa Fe near the location of the ballpark site, and other land details that have stymied the ability of the Twins and the County to make the official announcement for the new stadium. As reported by the Minnesota Star Tribune:

"Too many details need to be worked out," said Commissioner Randy Johnson, after postponing the meeting, which had been set for Friday. "Moving the railroad tracks is a good idea for lots of reasons, but it's also complicated."

Chuck Ballentine, deputy coordinator of the Hennepin County Ballpark Project, predicted that even with immediate complications, construction on the new $522 million ballpark could begin in May.

RockiesThe Colorado Rockies announced today that beginning on Opening Day, Monday, April 2, 2007, 46 solar panels have been installed to provide power at Coors Field. The panels and agreement are between the Rockies and Xcel Energy.

The 9.89 kilowatt solar array will produce over 14,000 kilowatt hours of energy, reportedly enough to offset the consumption of the Rockpile LED board over one year. In the walkway just under the system, a flatpanel monitoring system will show fans the real time consumption of the Rockpile LED board as well as the real time energy production from the solar array.

Detroit TigersThe Detroit Tigers announced today that they will be adding a video board in the outfield wall, over 900 feet of animated fascia signage and an additional matrix display on the leftfield scoreboard to Comerica Park in time for the 2007 season.

ANC Sports Enterprises announced the multi-year agreement (financial terms not released) with the Tigers to supply and control a 25mm SMARTVISION® light emitting diode (LED) signage system that will make up the displays.

“We strive each off-season to look for ways to improve the Comerica Park experience for our fans both on and away from the field,” said Tigers’ Senior Vice President of Business Operations, Duane McLean.  “ANC Sports innovative signage and software solutions will create an energetic game day atmosphere, while increasing the impact of our sponsorships programs.”

The new signage system will allow the Tigers to display better in-game visuals, team animations, real-time statistics, out of town scores and advertisements.

LED technology will highlight three sections of the fascia on the lower tier suite level, animating both the right and left field lines with full motion team graphics, player information and advertisements. The electronic outfield wall will highlight approximately 6½’ by 67’ and replace the scoreboard embedded in the right-center field, displaying game statistics and out of town scores with the ability to transform into full motion video. The 4’ by 53’ full color display on the leftfield scoreboard will compliment the existing video screen and matrix displays.

The Giants will announce a plan today to install 590 Solar Panels at AT&T Park. The panels will have the equivalent of generating the same electricity as about 40 home roof systems.

The announcement will be made by Giants principle owner, Peter Magowan and Tom King, CEO of Pacific Gas & Electric. As reported by the San Jose Mercury News:

Most of the panels will be built like awnings over brick archways on the back of the stadium near McCovey Cove, said Giants spokeswoman Staci Slaughter, with others placed on the roof near the front of the stadium by the Acme Chophouse restaurant. They are scheduled to be installed starting in April, with completion in about two months.

The deal between the Giants and Pacific Gas & Electric has a unique twist. As further reported:

The Giants won't pay for the solar panels. Nor will the electricity generated from them power the stadium. Instead, PG&E will purchase and pay to install and maintain the panels. PG&E will own them and the electricity, PG&E spokesman Keely Wachs said. The approximately 123 kilowatts of power from the panels will be transmitted to the general power grid, and PG&E will sell it to customers around Northern California.

So in some ways, the stadium is a Giant solar billboard.

"As a company, we are trying to promote solar as much as possible," Wachs said. "We're demonstrating that with this partnership."

Proposed Marlins FacilityTwo Florida state legislators would like to see any legislation that would help fund a new stadium for the Florida Marlins—either at the state or at the county level—be subject to voter approval.

Rep. Scott Randolph, D-Orlando and Sen. Mike Bennett, R-Bradenton announced the proposed legislation at a news conference on the Capitol steps. As reported by the South Florida Sun-Sentinel:

The bills would require the approval of voters in any jurisdiction that proposed to use tax money to build a stadium. If state taxes would be used, a statewide referendum would be required. If county money were to be used, it would require a countywide referendum. The bills would also make it difficult the stadium to be exempt from property taxes.

Bills are moving through the Legislature that would give the Florida Marlins a $60 million sales tax rebate to build a 37,000-seat, retractable roof ballpark in downtown Miami or on the site of the Orange Bowl. The city and county have worked out a $490 million deal to build it. Under the plan, the team would pay $207 million toward construction, with the city and county paying most of the rest with tourism-related taxes. The plan calls for the first $2 million in sales taxes generated by the stadium each year for 30 years to go toward construction and maintenance.

Rangers Ballpark in ArlingtonProving you can go back home, the Texas Rangers severed their ties with beleaguered Ameriquest Mortgage, and in the process, renamed Ameriquest Field to something closer to the ballpark’s original name: Rangers Ballpark in Arlington. As reported by the Dallas Morning News:

"All our research showed that our biggest asset was the perception of the ballpark," owner Tom Hicks said. "We need to make sure that we identify our brand with our biggest asset. That is a huge plus for us."

To get the brand name on the stadium, the Rangers are giving up a significant amount of cash. The club signed a 30-year, $75 million agreement with Ameriquest in 2004. The Rangers have received approximately $7.5 million of that money.

The article adds that the Rangers hope to recoup part of their losses by offering up ad space at the ballpark that was reserved for Ameriquest:

The Rangers hope to make back about $1 million to $1.5 million per year in reselling the signage in and around the park that had been given to Ameriquest as part of the deal. Among the signs in the ballpark is a giant replica of the Liberty Bell in the left field upper deck.

New Marlins BallparkPublic funding for a new $490 million Florida Marlins ballpark inched closer today as two key House and Senate panels passed legislation that would provide $60 million in sales tax rebate to help construct the facility. The bill passed unanimously in the Senate Finance and Tax Committee and the House Committee on Economic Development. As reported by the South Florida Sun-Sentinel :

Miami-Dade County and City of Miami officials, who have worked out a $490 million financing proposal with the team and Major League Baseball, estimate the new stadium could generate up to $9 million a year in new sales tax for the state. They are asking to keep the first $2 million raised each year over the next 30 years - for a total of $60 million.

"We've worked for a number of years to come up with a funding strategy that would retain the Marlins. We've never been closer," said Miami-Dade County Manager George Burgess, who testified before the Senate Finance and Tax Committee and the House Committee on Economic Development. "We see this project as important because it keeps a professional baseball team in our state and it is a catalyst for economic development in the area."

The passage in committee places a floor vote close at hand.

The Marlins hope to build a 37,000 seat facility. The site location has not yet been determined. Two options are at the Orange Bowl or a nine-acre site north of the county government center.

If funding were to pass, the Marlins would target 2011 as the opening date.

New Nationals BallparkIf you've got it and you want to flaunt it at the new Nationals ballpark slated to open next season, get ready to pay $400,000 for the best seats in the house.

The Nationals showed off details of the new ballpark—including 66 suites—this week in Washington, DC. While the idea of cherry trees in the ballpark is novel, the suites, which are currently named after former presidents, will provide a key revenue stream for the Lerner family, the principal owners of the Nationals. As reported by Tim Lemke of the Washington Times

There are the eight Washington Suites, which the Nationals claim will offer the best sightlines in baseball and as much as 880 square feet of space, making them larger than many Pennsylvania Avenue apartments. With prices starting at about $400,000, buyers of the Washington Suites will receive access to a baseball-themed sports bar and lounge populated with high-definition televisions, currently dubbed the "Nationals Club."

For about $175,000, fans can move one level up in the ballpark to one of the 22 Lincoln Suites, featuring private buffets, bars and lounges and access to the two-level "Stars and Stripes Club," home to a variety of food stations and panoramic views of the Anacostia River. And for $150,000, fans can get into a Jefferson Suite, a more humble suite also offering access to the Stars and Stripes Club.

The Nationals report that pre-sales of the suites, which began two-weeks ago have been good. There's been sensational reaction," said Nationals president Stan Kasten.
