INTRODUCTION

These Regulations have been promulgated by the Executive Board of the Major League Baseball Players Association ("MLBPA" or "Association") on the basis of the Association's authority and duty as exclusive bargaining representative for all Players employed by the baseball clubs comprising the National League of Processional Baseball Clubs and the American League of Professional Baseball Clubs, pursuant to Section 9(a) of the National Labor Relations Act, and the collective bargaining agreement in effort between the MLBPA and those Clubs.
