Drug Prevention and Treatment Program

South Coast league Baseball’s drug prevention and treatment program (the program) has been established to prevent and end the use of Prohibited substances (defined in section 2) by roster South Coast League Players (players). The league office has concluded that the use of prohibited Substances is potentially hazardous to a Players health and may give a Player an unfair competitive advantage on the playing field.

1. Health Policy Advisory Committee

A. South Coast League Health Policy Advisory Committee Members

The South Coast league Health Policy Advisory Committee (SCLHPAC) is responsible for administering and overseeing the program. SCLHPAC shall be composed of the League office medical representative and two other representatives from the league office.

B. Duties and Responsibilities of SCLHPAC

SCLHPAC shall have the following duties and responsibilities:

1. Establish advisory groups as it deems necessary to the effective administration of the program
2. Prepare and undertake educational presentations supporting the objectives of the program
3. Administer the program’s testing requirements
4. Conduct investigations
5. Establish, monitor, maintain, and supervise the collection procedures and testing protocols set forth in Addendum A hereto
6. Take any and all other reasonable actions necessary to endure proper administration of the program
